Project summary

The **Foundational Support Programme** is one of the [++technical assistance++](https://aquaforall.org/ilf-for-wash/ilf-for-wash-technical-assistance/) tracks available for impact-driven WASH enterprises, as part of the Impact-Linked Fund for Water, Sanitation and Hygiene ([++ILF for WASH++](https://aquaforall.org/ilf-for-wash/)). The programme is supported by the [++Social Finance Academy,++](https://social-finance-academy.org/) an initiative by Roots of Impact.
The programme aims to transfer knowledge and skills from certified service providers to WASH enterprises in two areas: **impact measurement and management (IMM)** and **investment readiness (IR)**. At the same time, the goal is to embed these areas into the specific business model of the selected enterprises.
One of the selected enterprises receiving support on both IMM and IR is Aquatech Senegal SA (hereinafter referred to as ‘Aquatech’). Aquatech provides water management services. They have a 10-year concession agreement with the government to serve a particular area (Thiès et Diourbel regions). The enterprise operates and maintains assets for drinking water production and distribution. In addition, they execute the billing and collection. Revenue comes from the consumers directly (water consumption in m3) based on a fixed tariff set by the government. Aquatech executes the billing and collection. Part of the collected fees is returned to government, for asset investment and major rehabilitation. Aquatech is member of an international group with a foreign investor (Helios).
In 2024, following successfull completion of the standard component of the Foundational Support programme, Aquatech was selected for the bonus component of the programme, for both the IMM and IR track.
