End-term Review of partnership Aqua for All – A bank in Kenya

 

Background

Aqua for All is an international foundation based in The Hague, the Netherlands. It works towards facilitating access to clean water and safe sanitation for all (SDG 6). Funded by the Government of the Netherlands, Aqua for all plays a catalytic role through fostering innovation and scalability of water and sanitation enterprises by providing de-risking instruments and technical assistance support for investees.

Aqua for All develops incentive schemes for financial institutions and high performing enterprises to create more impact through growth and to attract more private investments, while bringing together key public and private stakeholders to create supportive environments.

In July 2021, Aqua for All closed a partnership with the a bank in Kenya to enhance the bank’s lending to the WASH sector through a three-phase approach by building its institutional capacity and establishing a guarantee facility for its portfolio. The goal was to extend €8 million in loans to 1,020 WASH micro, small and medium enterprises (MSMEs) in Kenya, reaching an estimated 600,000 people by addressing key challenges such as inadequate water services, operational inefficiencies, and sector underinvestment.

 

Objective of the assignment

Aqua for All is looking for a third-party to conduct an independent End-term Review of its partnership with the bank.

The objectives of this review includes:

  • Assess the progress of the partnership in addressing sector challenges of:
    o Inadequate access to clean water and safe sanitation services.
    o Insufficient investments in the WASH sector.
  • Verify the results of the partnership related to:
    o Assess the effectiveness of the technical assistance (TA) funds used in building the bank’s institutional lending capacity for WASH.
    o Assess strengths, weaknesses and opportunities to improve the bank’s system to collect and report on impact data and recommend approaches of improvement.
  • Document lessons learned and experiences to scale up the programme.

The target audience of the End-Term Review is Aqua for All’s staff. The findings of the End-Term Review will be used to communicate on the progress of the partnership with the bank team and to manage for the desired impact in future partnerships with banks.

 

Milestones and deliverables

The final report can be submitted in Word or Power Point format and should not exceed 25 pages, excluding annexes.

 

Duration of the assignment

The work is expected to start on 12 January 12 2024 for a period of 21 consulting days. The final report should be submitted by 15 March 2024.

 

Budget for the assignment

The budget for the assignment is €17,000, incl. VAT.

 

Proposal requirements

The technical proposal can be maximum 10 pages, excluding budget, workplan, CVs (max 3 pages).

  • Approach and methodology – 30%
  • Workplan – 20%
  • Indicative table of contents final report – 20%
