Project summary

TapEffect is a social enterprises that operates piped water systems across Cambodia that supply rural households. In Cambodia, 5 out of 6 in rural areas don’t have access to safely managed water. Our focus is on increasing access to water for last-mile communities. We bring the technical know-how and financial capabilities to ensure that rural piped water networks are designed, built and operated sustainably.
TapEffect is looking to access Impact Linked Financing (Social Impact Incentive – SIINC). As part of this, the enterprise is introducing outcome-focused impact metrics as well as a systematic approach for the data collection towards these metrics (with as a first step afterwards: create a baseline). Whereas there is a clear potential for a Social Impact Incentive (SIINC), there is a need for TA (alongside the SIINC) on:
• TA area 1: potential (outcome-level) indicators, for TapEffect to have a broad list of relevant, contextualised indicators, to choose from, for ILF (i.e. to lay groundwork for data collection system, see TA area 1) and beyond;
• TA area 2: design and operationalisation of data collection system (methodology, surveys & advice on embedding it in overall customer engagement), for TapEffect to be able to collect and report on data, for ILF (incl. for baseline, as requirement for ILF transaction) and beyond (i.e. other funder requests as well as optimisation of business results and processes).
