One of the requirements to better implement ‘’Severe weather warnings on floods and lightning in Musanze city’’ was institutional strengthening and involvement.

In this context, the Director General of Rwanda Meteorology Agency (MeteoRwanda), Mr John Ntaganda Semafara, has signed a Memorandum of Understanding with the Director of The Trans-African Hydro-Meteorological Observatory (TAHMO), Prof. Dr. Ir. Nick van de Giesen.

Both organizations agreed to reinforce their relations and cooperation in order to encourage the adoption, sharing, use, and subsequent partnership in (1) capacity building in Weather and climate related services and other associated technologies such as Geo-information Science and Earth Observation Technologies and (2) developing a robust network of automatic weather stations (AWS) in Rwanda. Meteo Rwanda seeks partners to collaborate in the improvement of Rwanda’s network of AWS and build theoretical and technical capacity. TAHMO seeks to develop a self-sustaining network of AWS and develop weather and climate services throughout sub- Saharan Africa.

The partnering of these parties is therefore mutually beneficial: deploying a network of AWS throughout Rwanda will make progress towards TAHMO’s vision for the African continent while simultaneously meeting Meteo Rwanda's mission of providing accurate and timely weather and climate information and related products for the general welfare of Rwanda.

TAHMO is represented by Severe Weather Consult in Rwanda, a social enterprise organization responsible for station installation, maintenance and product development.
