Community Led Total Sanitation (CLTS) is an innovative methodology for mobilising communities to completely eliminate open defecation (OD). This very concise report focuses on the matter why open defecation is often not completely eradicated, for instance because of full pits, dirty toilets, taboos, etc. It also discusses an agenda for policy and practice to end open defacation: 1) Provoke and foster awareness and change in social norms, 2) Provide technical knowledge, 3) Pit management and pit emptying options.

The Agenda for innovation, learning and research on page 18 can be inspiring for those who wish to develop innovative projects answering to community needs. It also provides solid information to use for a business case.
