UDUMA Mali Project receives co-funding from the Sustainable Water Fund ! A new PPP is born!
Today Aqua for All received formal notification from the Sustainable Water Fund (FDW) of the Dutch Ministry of Foreign Affairs that they have awarded the UDUMA Mali Project proposal with funding of € 3 million. After 18 months’ work with our partners pulling this Public Private Partnership (PPP) together, we are very pleased with this result!
The UDUMA Mali project is a 15 year water service delivery concept that includes operation and maintenance of 1,400 manual pumps in the Sikasso region of Southern Mali. The project will be implemented under the full support of the Malian Ministry of Energy & Water.
Two aspects of this project make it particularly interesting:
- Investment funding for the project is 50% sourced from RVO (Netherlands Enterprise Agency) subsidy and 50% from the private sector. RVO is funding the pilot of this project to provide an inspiring example to spread across the region.
- The service level and long term functioning of pumps will greatly improve under a guarantee of 15 years Operation & Maintenance contract (instead of a more typical 3 years). Never before did a PPP propose the operation and maintenance of 1,400 manual pumps in rural areas. Turn-around time for repairs will be 72 hours (instead of an average of 250 days)!
Each village water point will be provided with pre-paid tags for community members they can use to pay for water when they collect it. Communities will sign the 15 year O&M contract with UDUMA Mali (a subsidiary of pump supplier Vergnet-Hydro France), responsible for O&M at the operational level. Broken down/defunct manual pumps will be replaced/repaired by UDUMA Mali and a data logger will be installed with sms alert facilities. An Akvo-based water point mapping web application will be installed so that regular borehole and consumption information will be available, stored at a centralized database of Competent Authority DNH in Bamako.
Aqua for All played a central role in the architecture of the UDUMA Mali project. Going forward, we will coordinate the international partner’s input and conduct monitoring & evaluation reporting.
